Dear Congress (Particularly The House of Representatives & Nancy Pelosi):

 Why are you trying to find sleezeball ways to get the Healthcare Bill passed without having to attach anyone’s name to it?  You should seriously be questioning your own patriotismCOWARDS.  We can only thank God it wasn’t YOU in the Continental Congress in 1776, because King George might have discarded the Declaration of Independence as SPAM after noticing that it bore no signatures!  

Maybe I’m reading the rules wrong, but here’s what I found…

You cannot pass your Healthcare Bill by voting on the amendments to that Bill.

You cannot pass your Healthcare Bill by “deeming” it passed.

If you amend the Bill, it MUST go BACK to the Senate.

Unless the IDENTICAL BILL has been VOTED ON & PASSED by BOTH HOUSES… it can never go to the President.

If you cannot do your job within the confines of the LAW that probably means what you’re trying to do… isn’t supposed to be done… Just a thought.

The rules of the House require a three-fifths vote to pass a bill, joint resolution, amendment, or conference report that contains a specified type of federal income tax rate increase. The rules of the House also provide for automatic yeas and nays on votes on passage of certain fiscal measures including a concurrent resolution on the budget or a general appropriation bill. The Constitution requires the yeas and nays on a vote overriding a Presidential veto.

Voting

When debate is over, the Speaker asks “shall the bill be engrossed and read a third time?” If the Members agree, the bill is read by title only.

If deemed necessary by the Speaker, voting on a bill may be delayed up to two days. There are three methods for voting:

Viva voce (voice vote): The Speaker asks the Members who support the bill to say “aye” and those who • oppose to say “no.”

Division: The Speaker says “those in favor, rise and stand to be counted,” and then again for those who oppose to stand and be counted.

Recorded: The most common way to collect votes, Members either slide their electronic voting cards into the electronic voting machine and select “yea,” “nay,” or “present,” or complete a paper ballot which is handed to the tally clerk to be recorded.

The votes are tallied and, if at least three-fifths of the House has voted in favor of the legislation, it passes and is sent to the U.S. Senate.

If the bill fails, yet the Speaker feels the bill should become a law, it may be sent back to committee for further research and updates.

Otherwise, the bill dies.

Constitution of the United States of America

Article 1: Section. 7.

Clause 1: All Bills for raising Revenue shall originate in the House of Representatives; but the Senate may propose or concur with Amendments as on other Bills.

Clause 2: Every Bill which shall have passed the House of Representatives and the Senate, shall, before it become a Law, be presented to the President of the United States; If he approve he shall sign it, but if not he shall return it, with his Objections to that House in which it shall have originated, who shall enter the Objections at large on their Journal, and proceed to reconsider it. If after such Reconsideration two thirds of that House shall agree to pass the Bill, it shall be sent, together with the Objections, to the other House, by which it shall likewise be reconsidered, and if approved by two thirds of that House, it shall become a Law. But in all such Cases the Votes of both Houses shall be determined by yeas and Nays, and the Names of the Persons voting for and against the Bill shall be entered on the Journal of each House respectively. If any Bill shall not be returned by the President within ten Days (Sundays excepted) after it shall have been presented to him, the Same shall be a Law, in like Manner as if he had signed it, unless the Congress by their Adjournment prevent its Return, in which Case it shall not be a Law.

Clause 3: Every Order, Resolution, or Vote to which the Concurrence of the Senate and House of Representatives may be necessary (except on a question of Adjournment) shall be presented to the President of the United States; and before the Same shall take Effect, shall be approved by him, or being disapproved by him, shall be repassed by two thirds of the Senate and House of Representatives, according to the Rules and Limitations prescribed in the Case of a Bill.
